The Challenge
The Royal Navy was managing a diverse portfolio of innovation and capability development initiatives designed to support future operational effectiveness and technological advancement. With multiple projects, stakeholders and investment streams operating simultaneously, maintaining clear oversight of portfolio performance and expenditure presented an increasing challenge.
As innovation activity expanded, senior leaders required greater visibility of portfolio priorities, funding allocations and delivery performance. There was a need to establish stronger governance arrangements, improve strategic oversight and ensure that investment decisions were aligned to organisational objectives and operational outcomes.
The challenge was not simply one of reporting. It required a clearer understanding of how the portfolio was governed, how investment decisions were made and how leadership could gain confidence that resources were being directed towards the highest-value activities.
Our Approach
Working closely with senior military and civilian stakeholders, a review was undertaken of the innovation portfolio, its governance structures and associated investment controls. The objective was to improve visibility, strengthen decision-making and create a more robust framework for managing innovation activity across the organisation.
The review examined portfolio governance arrangements, funding mechanisms, reporting processes and strategic alignment. Opportunities were identified to improve oversight, clarify accountability and create a more consistent approach to portfolio management.
Alongside governance improvements, greater attention was placed on establishing clearer portfolio information and investment transparency. This enabled leaders to develop a more comprehensive understanding of how resources were being allocated and where opportunities existed to improve portfolio effectiveness.
Outcomes
The engagement provided senior leaders with significantly improved visibility of portfolio activity, investment commitments and strategic priorities. Governance arrangements were strengthened, reporting became more consistent and decision-makers gained greater confidence in the information available to support investment decisions.
The work also identified approximately £6 million of expenditure that had been incorrectly attributed within a wider innovation portfolio valued at approximately £36 million. This provided a more accurate understanding of investment activity and enabled leadership to make better-informed decisions regarding future funding and prioritisation.
By strengthening governance and improving portfolio oversight, the organisation was better positioned to manage innovation activity, allocate resources effectively and maintain strategic focus across a complex and evolving portfolio.
