The Challenge
The Vehicle Certification Agency (VCA), an Executive Agency of the Department for Transport, was delivering a significant digital transformation programme intended to modernise core systems, improve operational efficiency and support the future needs of the organisation. As the programme progressed, senior leaders recognised the need for an independent assessment of delivery performance, governance effectiveness and overall programme health.
The programme involved multiple workstreams, suppliers and stakeholders, creating a complex delivery environment in which clear governance, effective decision-making and robust programme controls were critical.
